What this does not do, and where that lives
This is an existence check: does the citation point at a real decision. Whether the decision supports the sentence you cited it for is a different question, answered by the citation support check, and whether a model's whole answer is grounded is what the citation gate does on every request through the API. Both run by key; the rate card says what they cost.
